I have a hunch what this is but..

ONLY when the weather turns cool, my lights (ALL OF THEM) turn on and off as I turn the steering wheel. I'll bet Loyd would know right away what this is! IT'S ONLY WHEN THE WEATHER CHANGES TO COOLER; LIKE NOW!

ch ch ch check all your co co connections (it;s cold)
I know it's sounds weird, but a poor connection can become a bad connection when it's cold.
Did you use crimp connections or soldered?

I had a similar experience with my buggy, (6 Volt ) and when I added a turn-signal system, it appeared as though the system was under-powered. I found that the original wiring job was a bunch of old twists with tape, so I soldered (as Greg suggested) as many connections as I could and then double checked the grounds. When you are used to a metal body on a car and everything grounding to the frame or body, these plastic cars need a good ground lead. Hope that helps sir!
