Brake Installation

I'm assembling all my brake components. (stock drums and shoes).

Does the system need to be under pressure at the point you set up the shoes for the appropriate settings? Meaning when you adjust the star wheels to get them set correctly?

I ask because I do not have the hard lines yet, I have the long one but not the other four, so obviously I do not have any fluid in the system yet.

Can I set all the brake shoes up now? Or do I need to wait until there is pressure in the system? I am assuming the springs will pull them back to the same point they are now without fluid in the cylinders, but I'm not certain.
